by Emma Davey Authorities arrested a Greenpoint man on January 17, accusing him of severely neglecting the 23 Pomeranians he kept in his apartment.
The ASPCA removed 17 puppies and six adult dogs from 33-year-old Mohamed Charrad’s McGuinness Boulevard apartment.
News12 reports that “Charrad is charged with 23 counts of overdriving, torturing and injuring animals or failure to provide sustenance for animals, and 23 counts of failure to provide proper food and drink to an impounded animal.”

It is so maddening that landlords, neighbors, and animals have to suffer for so long before the police or any law enforcement can do anything. It would be obvious to anyone that walked in that something very bad was going on. This isn’t an old lady who lost her pension.
This man has had multiple lawsuits over the years and is a known squatter and animal abuser. People have reporting him for years to no avail. I’m so glad he finally got caught but this delay is a failure with our city government, NYPD, and other authorities. I hope he rots in hell.
Greenpointers was contacted multiple times starting in winter 2020, when this squatter began running illegal raves and destroying the building at 151 McGuinness. There was no response.
For years, this man has instilled fear in our community. He’s been banned from local businesses, has harassed women and minors, and numerous people have been heard screaming from the house and backyard. Neighbors have called 911 and 311 hundreds of times.
He’s illegally housed tenants, attracted dangerous individuals, and since Summer 2024, the sounds of dogs being tortured — squealing in distress — have been nonstop.
Failing to evict him has enabled escalating harm. This situation is beyond unacceptable. He needs to be permanently removed. Enough is enough.
I’m so glad they finally caught him! He also inappropriately hit on women on the street, so hopefully he will not be back in the neighborhood.
It is so maddening that self entitled dog owners don’t leash them or clean up their feces, and everyone else has to suffer for so long. ICE should take care of these people instead of going after immigrants / killing U.S. citizens.
This guy Mohamed achref Charrad is here illegally and is waiting on some lawsuit for money claiming he can’t work but he can do drugs and terrorize our community on a regular basis. He has a rape and sexual assault charge also pending. Why do the police not contact immigration about him? He has threatened to throw oil in woman’s faces. He is a danger to have freely walking around our community and with our children! Sadly he is the worst representation of the Muslims in our community. He gives them all a bad image because of his disgusting behavior.
